Choose the wrong fuel and the cost follows you for the life of the plant. An HFO station without proper fuel treatment suffers poor reliability and heavy maintenance. A diesel station running long hours can burn through budgets that a heavier fuel would have saved. Either mistake means lost margin, downtime or a plant that never meets its business case.
Fuel Decisions Made by Station Builders
We know the trade-offs because we build and run both kinds of plant. USP&E has delivered 150+ power projects in 45+ countries, with 25,000 MW contracted since 2002, including HFO stations for mines and industry. Our systems are ISO 9001 and ISO 45001 certified. USP&E is a full-service EPC and O&M contractor, not a broker.
This comparison covers the points that usually decide the choice. Actual costs depend on your local fuel prices, logistics and duty, so treat it as a framework, then test it with real quotes.
Cost: Fuel Price Versus Everything Else
The main reason to choose HFO is fuel cost. In many markets it is cheaper than diesel per unit of energy, and on a station that runs most of the year, that difference adds up quickly. For a site that runs only a few hours, the saving is small and rarely justifies the extra plant.
Against that saving, HFO stations carry higher capital cost for fuel heating, separators and treatment, and higher maintenance cost because the fuel is harder on engines. Your comparison should be total cost over the station’s life, not fuel price alone. If you can, ask your fuel suppliers for long-term price history for both fuels, because the gap between them moves. Our cost per MW guide helps frame the capital side.
Engines, Treatment and Day-to-Day Running
HFO needs medium-speed engines built for heavy fuel. The fuel must be heated so it flows, then cleaned by separators to remove water and solids before it reaches the engine. Most HFO stations start and stop on lighter fuel, then switch to HFO once running.
Diesel is simpler. High-speed diesel sets start fast, need no fuel heating and suit standby and peaking duty well. They are quicker to install and easier to move, which matters for temporary or growing sites.
The skills needed differ too. HFO stations need trained operators who understand fuel treatment. If you do not have that skill in-house, our O&M team can run the station for you or train your staff.
Emissions and Permits
HFO typically contains more sulphur than diesel and produces higher emissions of some pollutants. Check your local air rules early. In some places, emissions limits or fuel quality rules decide the choice before cost is even considered, and some sites may need exhaust treatment.
Diesel usually has an easier path through permits, though limits still apply. Natural gas, where available, can beat both on emissions.
Which Fuel Fits Your Site?
HFO tends to suit large stations with long running hours, reliable fuel supply and skilled operators. Diesel tends to suit standby, peaking, temporary and smaller sites, or places where heavy fuel logistics are hard.
Many clients also compare gas: natural gas engines/stations, used/new gas turbines, gas turbine generators and a remanufactured GE Frame 6B. In the data centre sector we offer hyperscale EPC/O&M for AI gas turbines, hyperscale generators, gas turbines for compute and New USP&E FX-45 45MW Modular Gas Turbine for the Hyperscale Data Center sector in the USA. What USP&E Has Delivered for HFO Plant Buyers
Fuel choice is proven over years of running. These HFO and diesel stations show what USP&E has delivered.
- A gold mine in East Africa: USP&E supplied 28 Cummins KTA50 containerised diesel gensets, 1,275 kVA each.
- A gold mine in North-West Africa: USP&E supplied and installed a Caterpillar backup power station of low-hour Cat 3516B gensets with new switchgear, on time and on budget. Read the case study.
- A gold mine in West Africa: USP&E rebuilt more than 80 MW of Caterpillar CM32 engines and added 24 MW of new zero-hour capacity, delivering a 104 MW station with 300% greater reliability and availability than previously recorded at site. Read the case study.
How to Compare Heavy Fuel Oil and Diesel for Your Plant
Your 3-step plan: 1. Share your load, running hours and local fuel prices. 2. Get a total-cost comparison of HFO, diesel and gas. 3. Build and operate the chosen station with one team.
- Write down the running hours and load the plant will see.
- Get delivered prices and supply terms for both fuels.
- Price the fuel treatment and heating heavy fuel oil needs.
- Compare maintenance intervals and staff skills.
- Check emissions limits and permits for each fuel.
- Model total cost over the plant’s planned life.

FAQ: Heavy Fuel Oil vs Diesel for Power Generation
Is heavy fuel oil cheaper than diesel for power generation?
USP&E finds that heavy fuel oil is usually cheaper than diesel per unit of energy, which matters on stations running many hours a year. HFO plants cost more to build and maintain, though, so the real comparison is total cost over the station’s life, not fuel price alone.
What engines can burn heavy fuel oil?
USP&E uses medium-speed engines designed for heavy fuel when building HFO stations. High-speed diesel sets are generally not suited to HFO. Heavy fuel engines also need fuel heating and separators, and most start and stop on lighter fuel before switching over once running.
Why does HFO need fuel treatment?
USP&E treats HFO because it is thick and contains water and solids that damage engines. The fuel is heated so it flows, then cleaned by separators before it reaches the engine. Good treatment is the single biggest factor in HFO station reliability and maintenance cost.
When is diesel better than HFO?
USP&E recommends diesel for standby, peaking, temporary and smaller sites, or where heavy fuel logistics are hard. Diesel sets start fast, need no fuel heating, install quickly and are easier to move. For low running hours, the HFO fuel saving rarely covers its extra cost.
Which USP&E offices support HFO power plants?
USP&E backs heavy fuel stations in Africa from Johannesburg and Cape Town, and stations in the Americas from Colorado Springs and Knoxville. London puts the finance and contract package together. Wuxi supports separators, heaters and other plant sourced in China, so fuel treatment kit arrives with the engines.
What HFO power plants has USP&E delivered?
USP&E has delivered 150+ power projects in 45+ countries. Examples include a 16 MW HFO station at a West African iron ore mine, built in five months and two months ahead of schedule, and a 13.1 MW HFO and diesel station in Central America.
Is USP&E a broker for HFO generators?
USP&E is not a broker. It is a contractor for design, construction and operation that engineers, constructs and runs HFO and diesel plants with in-house teams. The people who compare your fuel options are the ones who later commission the separators and train your operators.
How quickly can USP&E compare HFO and diesel for me?
USP&E can start a comparison as soon as you share your load, running hours and local fuel prices. Engineers set out total cost, logistics and permit issues for each fuel, so you can see early which option fits your site and budget.
Pick the Fuel That Pays Over the Long Run
Compare total cost, not just fuel price, and match the fuel to your duty and skills, and your station will meet its business case. Choose on price alone, and the costs catch up. USP&E will help you choose and build well.
