HFO-Specific Commissioning Risks
Untreated fuel, cold lines, and incomplete day-tank controls create false failures that look like “engine problems.” Commission fuel systems before blaming iron. Diesel bridges for black-start must be proven, not assumed. Document viscosity control setpoints so O&M inherits a plant that can be operated — not reverse-engineered at 02:00.

Documentation Pack Lenders Expect at COD
Beyond witness sheets, lenders and insurers often expect as-built one-lines, protection settings, fuel-system P&IDs, and operator competency records. USP&E treats that pack as part of Extreme Ownership handover — not an optional binder assembled after demobilisation.
Temporary construction power must be demobilised deliberately so permanent black-start logic is proven on the station’s own diesel or dual-fuel bridge.
