HFO Power Plants

HFO Plant Phased Repowering to Gas Turbines

Your HFO plant still supplies power that people depend on, but fuel costs, emissions and engine age are pushing you towards gas turbines. You cannot switch everything off and rebuild. The plant must keep supplying firm power while it changes, one block at a time.

A phased repowering that is not planned carefully puts supply at risk. Retire the wrong engines first and firm capacity drops below what your customers need. Shared switchgear, fuel and control changes can force unplanned outages. Staff can be stretched between old and new plant. The result is load shedding, penalties under your supply contract and delay to the savings the gas turbines were meant to bring.

USP&E Helps You Change the Plant Without Losing Supply

We know you need the savings of gas turbines without a gap in supply. USP&E has delivered 150+ power projects in 45+ countries, with 25,000 MW contracted since 2002, and our 400+ engineers and project managers build, convert and run HFO and gas plants. Our systems are ISO 9001 and ISO 45001 certified, and every deal runs under FCPA and OFAC controls. USP&E is a full-service EPC and O&M contractor, not a broker.

You do not need to stop the plant to repower it. You need a clear retirement order, a firm capacity rule for every phase, and a plan for the systems that old and new units share.

Rank the Engines and Set the Firm Capacity Rule

Rank every HFO engine by condition, running cost, availability record and importance to supply. Engines with poor condition and high running cost are natural candidates to retire first. Engines that provide black start or serve critical feeders may need to stay longer.

Set the firm capacity the plant must hold through every phase, with your redundancy rule. Then check each phase: when a block of gas turbine units comes online and a group of engines retires, does the plant still meet the rule? Build in margin for the new units’ early teething problems, because new plant does not always reach full availability at once.

Keep the remaining engines healthy. It is tempting to cut maintenance on engines due to retire, but they must carry the load until their replacements are proven. Keep heavy fuel oil handling considerations in mind, because a shrinking HFO fleet still needs proper fuel treatment.

Plan Shared Systems for Each Phase

Old and new units often share switchgear, step-up transformers, control systems, cooling water, compressed air and fire protection. Plan the changes to each shared system phase by phase. New switchgear may need to be installed alongside the old and cut over in short outages. The plant control system must dispatch engines and turbines together.

Fuel systems change most. Gas reception and conditioning must be ready before the first turbine fires, while HFO storage, heating and treatment must keep running for the remaining engines. Plan how and when HFO systems shrink, and how tanks and lines are cleaned and made safe when they are no longer needed.

Write each phase as a short project with its own scope, outages and tests. Our repowering under full EPC approach keeps one team responsible across all phases, so the interfaces between them are not lost.

Prepare People and Dispatch for Each Phase

Train operators and maintenance staff on gas turbines before the first units arrive, and keep enough HFO skills for the engines that remain. Decide how shifts will cover both plants. Adjust dispatch rules so the most economic units run first while the plant still meets its firm capacity rule.

Review each phase before the next one starts: availability of the new units, performance against expectations, lessons from the cut-overs and any changes to the retirement order. Our heavy fuel oil gensets in inventory can also support phases where an extra engine is needed for a short time. Our sister site covers new gas turbines for repowering.

Your gas turbine path may include gas turbine generators, used/new gas turbines, a remanufactured GE Frame 6B or natural gas engines/stations. The same phased thinking is used on data centre campuses under hyperscale EPC/O&M, where AI gas turbines, hyperscale generators and gas turbines for compute are added in blocks such as the New USP&E FX-45 45MW Modular Gas Turbine for the Hyperscale Data Center sector in the USA.

USP&E Teams Behind Your HFO Plant Site

Remote sites need people who know frontier work. USP&E runs your HFO-to-gas conversion from Johannesburg (22 Kildoon Rd, Bryanston) and Cape Town (31 Brickfield Road, Woodstock), where engineers plan mobilisation, spares and site supervision for projects far from the nearest service shop.

Further back in the chain, London (162-168 Regent Street) handles financing and contract structure for HFO fuel treatment skids, gas reception trains and remanufactured Frame 6B units; Colorado Springs (1755 Telstar Dr, Suite 300) and Knoxville (800 S Gay St, Suite 700) secure US equipment, parts and engineering support; and Wuxi, China (No. 1, Ningzhou Road, Wuxi) keeps Chinese-made switchgear and balance-of-plant moving.

For HFO repowering, Johannesburg and Cape Town engineers plan phases with your plant team, London supports the financing of each block, and Wuxi follows up switchgear made in China. Regions served: USA | AFRICA | UK | UAE | CHINA. That team has carried 150+ power projects in 45+ countries and 25,000 MW contracted since 2002, ISO 9001 and ISO 45001 certified.

What USP&E Has Delivered for HFO Plant Buyers

You want proof that USP&E has built HFO plants and moved power assets successfully. These projects show that record.

  • USP&E supplied 28 Cummins KTA50 containerised diesel gensets, 1,275 kVA each, for Perseus Mining’s Nyanzaga Gold Project in Tanzania.
  • Perenco, Guatemala: USP&E delivered a 13.1 MW HFO/diesel modular power station under full EPC in under five months, on time and on budget. Read the case study.
  • MAN redeployment, Iraq: USP&E moved a stranded 32 MW MAN plant, plus two surplus MAN generators, across four countries to an industrial buyer facing 12 to 18 month lead times for new engines. Read the case study.

HowTo: Plan a Phased Repowering from HFO to Gas Turbines

Your 3-step plan: 1. Share your engine records, supply obligations and gas timeline. 2. Receive a phased repowering plan with firm capacity checks. 3. Deliver each phase and run the plant with one accountable team.

  1. Rank the HFO engines by condition, cost to run and importance to supply.
  2. Set the firm capacity the plant must hold through every phase.
  3. Plan which engines retire as each block of gas turbine units comes online.
  4. Plan shared switchgear, fuel and control changes for each phase.
  5. Train staff and adjust dispatch rules before each phase starts.
  6. Review each phase before the next one begins.

FAQ: HFO Plant Phased Repowering to Gas Turbines

Can an HFO plant be repowered to gas turbines while it runs?

USP&E repowers in phases so the plant keeps supplying power. Gas turbine units come online in blocks while groups of HFO engines retire. Each phase is checked against a firm capacity rule, and shared systems are cut over in short planned outages.

Which HFO engines should retire first?

USP&E ranks engines by condition, running cost, availability and importance to supply. Engines in poor condition with high running cost usually retire first. Engines providing black start or serving critical feeders may need to stay until their gas turbine replacements are proven in service.

What shared systems change during a phased repowering?

USP&E plans changes to switchgear, step-up transformers, control systems, cooling water, compressed air, fire protection and fuel systems. Gas reception must be ready before the first turbine fires, while HFO storage, heating and treatment keep serving the remaining engines until they retire.

How are staff prepared for a phased repowering?

USP&E trains operators and maintenance staff on gas turbines before the first units arrive, while keeping enough HFO skills for the engines that remain. Shift patterns and dispatch rules are adjusted for each phase so both plants are covered safely.

Where are USP&E’s offices for HFO plant projects?

USP&E leads HFO plant projects from Johannesburg and Cape Town, with engineers on site across Africa. London supports contracts and finance, Colorado Springs and Knoxville support engineering, and Wuxi follows up switchgear, skids and other equipment made in China for each phase.

Has USP&E delivered HFO and repowering projects before?

USP&E delivered a 13.1 MW HFO and diesel modular power station for Perenco in Guatemala under full EPC in under five months, as a public case study shows. Another case study covers a stranded MAN plant redeployed to an industrial buyer in Iraq.

Is USP&E a broker for HFO repowering?

USP&E is not a broker. USP&E designs, builds, converts and runs power plants with its own engineers, so the team that plans your phases is the same team that delivers each one and answers for your supply through the whole change.

How fast can USP&E plan a phased repowering?

USP&E can start as soon as you share engine records, supply obligations and the gas timeline. Engineers check firm capacity for each possible phase first, so you see early which retirement order keeps supply safe and which needs extra cover.

Repower Without Losing Supply

Plan the phases carefully and your plant moves to gas turbines while your customers keep their power. Rush it and supply suffers. USP&E will help you plan, build and run each phase with confidence.
