Without clean fuel data the risks are real: losses and theft that go unnoticed, engines that burn more than they should, a budget that never matches reality, and a gas conversion or gas turbine decision made on guesses rather than facts. That means lost margin today and a costly mistake tomorrow.
USP&E Helps You Know What Your Fuel Really Costs
We know you need to control fuel cost now and make a sound decision about the future of the plant. USP&E has delivered 150+ power projects in 45+ countries, with 25,000 MW contracted since 2002, and our engineers and project managers build, run and convert HFO, diesel and gas plants for mines, industry and utilities. Our systems are ISO 9001 and ISO 45001 certified. USP&E is a full-service EPC and O&M contractor, not a broker.
You do not need a complex energy audit to start. You need meters you trust, a monthly reconciliation of fuel bought against fuel burned, a clear view of treatment costs and fuel used per unit of power for each engine.
Meter and Reconcile Every Litre
Start with metering. You need reliable measurement at delivery, in storage tanks, after treatment and at each engine. Check that meters are the right type for heavy fuel, that they are calibrated and that tank gauging is accurate. Temperature affects HFO volume a lot, so correct readings to a standard temperature or measure by mass.
Reconcile every month. Compare fuel delivered against the change in tank stock and fuel burned by the engines. The gap should be small and explainable. A large or growing gap points to metering errors, leaks, losses in treatment or theft. Track the gap over time and investigate any step change at once.
Record fuel quality with every delivery, because poor fuel increases treatment losses and sludge and can raise consumption. A practical guide to the practical side of burning HFO covers the quality issues that drive these costs.
Count the Hidden Costs of HFO
HFO must be heated for storage, transfer, separation and injection, and that heat costs energy, whether it comes from boilers, electric heaters or exhaust heat recovery. Separators and filters use power and consumables. Sludge must be stored, handled and disposed of properly. Add all of these to the cost of fuel to see the true cost of running on HFO.
Then calculate fuel used per unit of power for each engine, using metered fuel and metered output over the same period. Engines that use more fuel than their sisters at the same load may have injector, turbo or combustion problems, or may be running at an inefficient load. Fixing them pays back quickly.
Look at how engines are dispatched too. Running many engines at low load usually burns more fuel per unit of power than running fewer at higher load. Clean data lets you set dispatch rules that cut fuel use without risking supply. You can compare spares and sets in our list of HFO engine sets in stock.
Use Clean Data to Judge a Switch to Gas
Once your fuel data is clean, you can compare options fairly. A switch to gas, whether by converting engines or adding gas turbine generators, changes fuel cost, treatment cost, maintenance and emissions. Your real HFO cost per unit of power is the baseline every option must beat. Without it, any comparison is a guess.
Look at gas supply, price terms, reliability and the cost of the change itself, and compare them against your measured baseline over the life of the plant. Many plants move in phases, keeping some HFO engines while gas units come online. Our sister site covers diesel station planning for related choices. Our guide to gas turbine plant options explains the main layouts.
The options include used/new gas turbines, a remanufactured GE Frame 6B and natural gas engines/stations. The same fuel discipline matters in hyperscale EPC/O&M work, where AI gas turbines, hyperscale generators and gas turbines for compute run on gas, including the New USP&E FX-45 45MW Modular Gas Turbine for the Hyperscale Data Center sector in the USA.

FAQ: HFO Plant Fuel Cost Tracking Before Gas
Why does an HFO plant need monthly fuel reconciliation?
USP&E reconciles fuel monthly because comparing fuel delivered, stock changes and fuel burned shows metering errors, leaks, treatment losses and theft. A small, steady gap is normal, while a large or rising gap needs investigation before it eats into your margin.
What hidden costs add to HFO fuel cost?
USP&E counts the energy used to heat HFO for storage, transfer, separation and injection, plus separator power, consumables and sludge handling and disposal. Added to the fuel price, these give the true cost of running on HFO and a fair baseline for comparing other fuels.
How is fuel use per unit of power measured for each engine?
USP&E divides metered fuel by metered output for each engine over the same period, correcting HFO volume for temperature or measuring by mass. Engines that burn more than their sisters at the same load are checked for injector, turbo or combustion problems.
How does fuel data help decide on a switch to gas turbines?
USP&E uses your measured HFO cost per unit of power as the baseline every gas option must beat. Gas supply terms, conversion cost, maintenance and emissions are then compared over the plant’s life, so the decision rests on facts instead of estimates.
Where are USP&E’s offices for HFO plant support?
USP&E supports HFO plants in Africa from Johannesburg and Cape Town, with engineers who work on site with your team. London helps structure commercial and finance cases, Knoxville and Colorado Springs back engineering, and Wuxi supports parts and equipment made in China.
Has USP&E delivered engine plant projects before?
USP&E has public case studies on engine plants, including a gold mine power station in Mali, where Caterpillar engines were rebuilt and new zero-hour capacity was added. USP&E also supplied 28 Cummins KTA50 containerised diesel gensets, 1,275 kVA each, for a gold project in Tanzania.
Is USP&E a broker for HFO plant services?
USP&E is not a broker. USP&E builds, runs and converts power plants with its own engineers, so the team that measures your fuel cost is the same team that can fix losses, run the plant and deliver a gas option if the numbers support it.
How fast can USP&E build a fuel cost baseline?
USP&E can start reviewing your fuel records, meter list and engine output data as soon as you share them. Engineers flag metering gaps first, then build a reconciliation and cost-per-unit baseline you can use to cut losses and judge your options.
